Desperate Measures - Avoiding Metrics Imposed in Desperation

Sam has been performing project management for 10 years at VDOT.  He believes that metrics are crucial to having consistently successful projects.  However to obtain benefit from your metrics you must determine a starting point and then use the metrics for decision making. 

Project Management involves measurement of requirements, resources, quality, risks, and satisfaction.  Often when a project fails, additional metrics may be imposed on all projects.  When this happens it is doubtful that there will be a chance to obtain an AS-IS measurement of the project.  Since we all must provide metrics concerning our projects, it is good to have defined metrics, and tools to assure that the project is proceeding well and will remain that way.
